Some of the frame tubing looks like it is shrouded in carbon fiber, is that just an illusion caused by reflections?

Those are called tube protectors. We've got some on our car. Basically, a tube of carbon fiber cut in half and glued on to keep the bars/paint from getting banged up. You can get stainless too.

Thanks for the info.
When I first saw it, I was reminded of how some motorcycle manufacturers had attempted to tune the stiffness of and/or strengthen certain parts of frames by covering them in layers of carbon fiber.
